This established programme provides structured on-the-job training, combined with off-site training/learning with a training provider on a day or block release basis. It aims to produce highly skilled people with the potential to become future technical experts, supervisors and managers.

The Modern Skills Diploma (MSD) is an employment based programme for employed learners. It provides opportunities for learners to improve their skills and knowledge at NVQ level 4. Entrants to this programme would normally be expected to already hold technician and/or people management positions. Learning shall take place within the maximum duration of ELWa funding. Under current transitional arrangements, learners will usually follow an existing MA framework at NVQ level 4. Learners may, however, follow the alternative MSD learning option of an MA framework to level 4 NVQ plus an ELWa approved knowledge based qualification at level 4 (from Section 96 of the Learning Skills Act 2000).
